Problem: Hauling Empty Containers
It costs shipping lines about $20 billion per year to move empty containers from one part of the world to the other.
To / From US ports, draymen are normally required to return or source empty containers at the marine terminal or container yard specified by the steamship line.
What if empty containers could be sourced at
locations other than a marine terminal or container yard?

Liability for damage to the container lies with the last drayman to sign "cleanly" for the equipment. If damage to the unit is discovered at the loading warehouse, the equipment can be refused, the transfer would be canceled, and returned to the marine terminal by the import drayman.
The liability for chassis day rental charges are assumed by the export drayman when the chassis is "transferred" from the import drayman.
Boilerplate terminology would accompany the transfer agreement.
Expected drayage costs savings of 25-50% of normal marine terrminal source / return rates.
