The US Customs broker usually becomes involved when a foreign-purchased shipment is en-route to the US.  Clearance documents are turned over to the broker to make an entry with US Customs and other participating agencies.  Clearance and agency issues that may occur are often the result of improper documentation provided by the foreign seller or poorly collaborated planning between the foreign seller and US buyer.  The clearance issues that may crop up can be avoided if the US Customs broker plays a role at the PO issuance stage by the buyer.
